Überblick
Victor Mykhailovych Sineglazov ist ein ukrainischer Professor. Er forscht zu hybriden neuronalen Netzen, maschinellem Sehen, Regelungssystemen und computergestütztem Entwurf. Er ist Professor am Lehrstuhl für künstliche Intelligenz des Kyjiwer Polytechnischen Instituts Igor Sikorsky und Chefredakteur der Zeitschrift Electronics and Control Systems.
2004 erhielt er den Staatspreis der Ukraine für Wissenschaft und Technik, 2009 den Ehrentitel Verdienter Wissenschaftler und Techniker der Ukraine. Anhand von Zitationsindikatoren wurde er 2025 in die Elsevier–Stanford-Liste der weltweit meistzitierten 2% der Wissenschaftler aufgenommen.
Zu seinen Büchern gehören Lehrbücher auf Englisch und Spanisch sowie die gemeinsam verfasste Monografie Artificial Intelligence Systems Based on Hybrid Neural Networks: Theory and Applications (2021).

Sineglazov wurde am 9. August 1950 in Odesa geboren. 1973 schloss er sein Studium am Kyjiwer Polytechnischen Institut ab. Er studierte Automatisierung und Telemechanik an der Fakultät für Automatisierung und elektrische Messtechnik.
1980 erwarb er den Grad Kandidat der technischen Wissenschaften, 1995 den Grad Doktor der technischen Wissenschaften. Seine Kandidatendissertation „Zeit- und kraftstoffoptimale Regelung nichtstationärer und stochastischer Systeme“ verteidigte er am 21. Januar 1980. Seine Doktordissertation „Informationsverarbeitung und Regelung räumlich verteilter mechanischer und thermophysikalischer Prozesse“ verteidigte er am 29. Juni 1995.
Er erhielt die akademischen Titel Senior Researcher 1983, Dozent 1991 und Professor 1995.

Von 1973 bis 1974 arbeitete er als Ingenieur am Lehrstuhl für technische Kybernetik des Kyjiwer Polytechnischen Instituts. Von 1974 bis 1977 absolvierte er dort ein postgraduales Studium und arbeitete anschließend als wissenschaftlicher Mitarbeiter mit dem Rang Senior Researcher.
An der Nationalen Luftfahrtuniversität war er von 1989 bis 1995 Dozent und leitete später den Lehrstuhl für computergestützte integrierte Luftfahrtsysteme. Von 2003 bis 2010 leitete er das Institut für Elektronik und Steuerungssysteme der Universität.
2026 ist er Professor am Lehrstuhl für künstliche Intelligenz des Kyjiwer Polytechnischen Instituts Igor Sikorsky und stellvertretender Direktor für internationale Angelegenheiten des Lehr- und Forschungsinstituts für angewandte Systemanalyse.

Er untersucht Regelung und Optimierung, den Entwurf neuronaler Netze und Bildanalyse. Die Anwendungen umfassen Luftfahrt, erneuerbare Energien, Umweltüberwachung und medizinische Bildgebung.
Regelungstheorie und technische Optimierung
Seine frühen Arbeiten entwickelten zeit- und kraftstoffoptimale Regelungsverfahren für lineare stochastische Systeme. Er schlug Algorithmen zur Sensorplatzierung in räumlich veränderlichen Systemen vor und untersuchte die Bestimmung elastischer Eigenschaften und Masseneigenschaften von Flugzeugen durch Schwingungsversuche. Seine Forschung umfasst die Anpassung von Algorithmen an mehrere Ziele und Nebenbedingungen sowie die Umwandlung unbeschränkter Optimierungsprobleme in beschränkte.
Neuronale Netze und teilüberwachtes Lernen
Er entwickelte Verfahren zur Wahl von Netzstrukturen, zum Training von Ensembles und zur Übertragung von Labels in Datensätzen mit gekennzeichneten und ungekennzeichneten Beispielen. Die Monografie von 2021 mit Michael Z. Zgurovsky und Elena Chumachenko behandelt die Bildung und Entwicklung hybrider Architekturen. Er entwickelte Trainingsdatensätze zur Optimierung der Netzabstimmung durch teilüberwachtes Lernen. Der Bericht der Nationalen Akademie der Wissenschaften der Ukraine für 2023 nennt mögliche Anwendungen in Medizin und Verteidigung.
Maschinelles Sehen und Bildrekonstruktion
Er untersuchte neuronale Verfahren zur Erhöhung der Auflösung von UAV-Bildern für die Navigation und zur Wiederherstellung fehlender oder beschädigter Bildregionen. Er entwickelte kompakte Modelle zur Erkennung kleiner und überlappender Unterwasserobjekte für Fahrzeuge mit begrenzter Rechenleistung. Für Transferlernen schlug er Abstandsmaße zwischen Segmentierungsdatensätzen zur Auswahl von Vortrainingsdaten vor und prüfte sie anhand medizinischer Bilder.
Zeitreihenprognose und Bewegungsvorhersage
Er entwickelte Prognoseverfahren mit neuronalen Ensembles und hybriden Ansätzen, die Netze mit datenbasierten Modellen verbinden. Anwendungen umfassen den Fluggastverkehr. Er schlug rekurrente Modelle für Zeitreihen vor und untersuchte deren dynamische Stabilität. Zur Fahrzeugtrajektorienprognose verwendete er einen angepassten Transformer und entwickelte Trainingsdaten mit mehreren möglichen Trajektorien aus Beispielen mit einer einzelnen beobachteten Trajektorie.
UAV-Navigation und Robotik
Er untersuchte die Verbindung von Trägheits- und Satellitennavigation. Er schlug visuelle Verfahren zur Positionskorrektur anhand von Landmarken mit bekannten Koordinaten vor und entwickelte Bodenversuche mit realer UAV-Hardware in einer simulierten Flugumgebung. Für landwirtschaftliche UAVs entwickelte er Routenplanung unter Berücksichtigung von Flächenabdeckung, Hindernissen und Energiebedarf, einschließlich Rückkehr zum Laden und anschließender Missionsfortsetzung.
Erneuerbare Energien und solarbetriebene Luftfahrt
Er leitete das Zentrum für erneuerbare Energien der Nationalen Luftfahrtuniversität, an dem Windturbinen und drehbare Solaranlagen entwickelt wurden. Er schlug hybride Photovoltaik- und Windstromversorgungen für UAV-Kontrollzentren vor sowie die Auswahl von Solarmodulen, Batterien und Dieselgeneratoren nach Kosten, Kraftstoffverbrauch und Zuverlässigkeit. Für Solarflugzeuge entwickelte er einen konzeptionellen Entwurfsrahmen, der Flugleistung, Umweltbedingungen und Energieversorgung verbindet.
Fernerkundung und Umweltüberwachung
Er schlug Verfahren zur Erkennung und Klassifikation von Landminen anhand hyperspektraler UAV-Bilder und Radarmessungen vor. Der Radarbildklassifikator verwendet gekennzeichnete und ungekennzeichnete Daten. Er entwickelte die Klassifikation von Borkenkäferschäden mit echten und generierten Multispektralbildern. Für hyperspektrale Bilder schlug er generierte, gekennzeichnete Spektralbeispiele zur Ergänzung kleiner Trainingsdatensätze vor und bewertete das Verfahren anhand von Referenzdaten.
Medizinische Bildgebung und diagnostische Unterstützung
Er entwickelte neuronale Verfahren zur Auswertung von Computertomografien (CT) und zur Beurteilung der Tuberkuloseaktivität. Er war Mitentwickler eines im Oktober 2021 öffentlich vorgestellten Tuberkulosediagnosesystems. Er untersuchte Ensembleverfahren zur Segmentierung von Herzklappenvegetationen in Echokardiografien. 2026 war er Mitautor einer Studie zur Vorhersage von Frakturen einzelner Wirbel aus Routine-CTs. Die Methode wurde an einem einzelnen Zentrum geprüft. Eine externe Validierung wurde als notwendiger nächster Schritt benannt.
Sprachverarbeitung und weitere Anwendungen
Er schlug Systeme vor, die Gesichtsbilder und Sprache zur Einschätzung emotionaler Zustände verbinden, sowie die Klassifikation norwegischer Dokumente mit kontextbezogenen Sprachrepräsentationen und generierten Trainingsbeispielen. Er entwickelte einen Algorithmus zur Auswahl von Ampelphasen zur Verringerung von Wartezeiten und prüfte ihn an einem vereinfachten Straßennetz. Seine Monografie von 2021 behandelt automatisierte Verkehrssteuerung und Brandüberwachung mit hybriden Netzen.

Neben der Chefredaktion der Zeitschrift Electronics and Control Systems gehört er dem Herausgebergremium des American Journal of Neural Networks and Applications an. Er leitet den spezialisierten Promotionsrat D 26.062.08, dessen Zusammensetzung das ukrainische Bildungs- und Wissenschaftsministerium 2014 bestätigte.
Er leitet regelmäßig die Organisationskomitees der IEEE-Konferenzen Methods and Systems of Navigation and Motion Control (MSNMC) und Actual Problems of Unmanned Aerial Vehicles Development (APUAVD). 2024 gehörte er dem Programmkomitee der Konferenz Computer Information Systems and Software Engineering an der Polytechnischen Universität Lwiw an.
Er war Mitglied der Organisationskomitees des gesamtukrainischen studentischen Forschungswettbewerbs für künstliche Intelligenz 2024 und dessen internationaler Ausgabe 2025. Die Wettbewerbswebsite nennt ihn als Vorsitzenden des Bereichs maschinelles Sehen.
Er ist Senior Member des IEEE und Mitglied der Aerospace and Electronic Systems Society und der Computational Intelligence Society.
