Présentation
Victor Mykhailovych Sineglazov est un professeur ukrainien dont les recherches portent sur les réseaux neuronaux hybrides, la vision par ordinateur, les systèmes de commande et la conception assistée par ordinateur. Il est professeur au département d’intelligence artificielle de l’Institut polytechnique de Kyiv Igor Sikorsky et rédacteur en chef de la revue Electronics and Control Systems.
Il a reçu le prix d’État ukrainien de la science et de la technologie en 2004 et le titre de travailleur émérite de la science et de la technologie d’Ukraine en 2009. Il figure dans la liste Elsevier–Stanford des 2% de scientifiques les plus cités au monde de 2025, établie à partir d’indicateurs de citation.
Ses ouvrages comprennent des manuels en anglais et en espagnol et la monographie collective Artificial Intelligence Systems Based on Hybrid Neural Networks: Theory and Applications (2021).

Né à Odesa le 9 août 1950, il est diplômé de l’Institut polytechnique de Kyiv en 1973. Il a étudié l’automatisation et la télémécanique à la faculté d’automatisation et d’instrumentation électrique.
Il a obtenu le grade de candidat en sciences techniques en 1980, puis celui de docteur en sciences techniques en 1995. Il a soutenu sa thèse de candidat, «Commande optimale en temps et en consommation de carburant des systèmes non stationnaires et stochastiques», le 21 janvier 1980. Sa thèse de doctorat, «Traitement de l’information et commande des processus mécaniques et thermophysiques distribués dans l’espace», a été soutenue le 29 juin 1995.
Il a reçu les titres universitaires de chercheur principal en 1983, professeur associé en 1991 et professeur en 1995.

De 1973 à 1974, il a travaillé comme ingénieur au département de cybernétique technique de l’Institut polytechnique de Kyiv. Il y a suivi des études postuniversitaires de 1974 à 1977, puis travaillé comme chercheur principal.
À l’Université nationale d’aviation, il a été professeur associé de 1989 à 1995 avant de diriger le département des complexes aéronautiques intégrés par ordinateur. De 2003 à 2010, il a dirigé l’Institut d’électronique et de systèmes de commande de cette université.
En 2026, il est professeur au département d’intelligence artificielle de l’Institut polytechnique de Kyiv Igor Sikorsky et directeur adjoint chargé des relations internationales à l’Institut d’enseignement et de recherche en analyse appliquée des systèmes.

Il étudie la commande et l’optimisation, la conception de réseaux neuronaux et l’analyse d’images. Il applique ces méthodes à l’aviation, aux énergies renouvelables, à la surveillance environnementale et à l’imagerie médicale.
Théorie de la commande et optimisation en ingénierie
Ses premiers travaux ont développé des commandes de systèmes stochastiques linéaires optimales en temps et en carburant. Il a proposé des algorithmes de placement de capteurs dans des systèmes dont le comportement varie dans l’espace, et étudié l’identification des caractéristiques élastiques et massiques des avions par essais vibratoires. Ses recherches comprennent l’adaptation d’algorithmes à plusieurs objectifs et contraintes ainsi que la transformation de problèmes sans contraintes en problèmes contraints.
Réseaux neuronaux et apprentissage semi-supervisé
Il a proposé des méthodes de choix des structures neuronales, d’entraînement d’ensembles et de propagation d’étiquettes entre exemples étiquetés et non étiquetés. La monographie de 2021 avec Michael Z. Zgurovsky et Elena Chumachenko étudie la formation et le développement d’architectures hybrides. Il a développé des méthodes de constitution des données d’entraînement pour optimiser le réglage des réseaux par apprentissage semi-supervisé. Le rapport de l’Académie nationale des sciences d’Ukraine pour 2023 cite des applications possibles en médecine et en défense.
Vision par ordinateur et restauration d’images
Il a étudié des méthodes neuronales pour augmenter la résolution d’images de drones destinées à la navigation et restaurer les régions manquantes ou endommagées. Il a développé des modèles compacts de détection de petits objets sous-marins et d’objets qui se chevauchent pour des véhicules disposant de ressources de calcul limitées. Pour l’apprentissage par transfert, il a proposé des distances entre jeux de données de segmentation afin de choisir les données de préentraînement, puis les a évaluées sur des images médicales.
Prévision des séries temporelles et du mouvement
Il a développé des prévisions à partir d’ensembles neuronaux et d’approches hybrides combinant réseaux et modèles construits à partir des données. Les applications comprennent le trafic aérien de passagers. Il a proposé des modèles récurrents de séries temporelles et analysé leur stabilité dynamique. Pour prédire les trajectoires des véhicules, il a utilisé un transformeur modifié et construit des données présentant plusieurs trajectoires possibles à partir d’une seule trajectoire observée.
Navigation des drones et robotique
Il a étudié l’intégration des navigations inertielle et satellitaire. Il a proposé des corrections visuelles de position à l’aide de repères aux coordonnées connues et un système d’essais au sol associant matériel physique de drone et vol simulé. Pour les drones agricoles, il a proposé des itinéraires tenant compte de la couverture du champ, des obstacles et de l’énergie, y compris le retour pour recharge puis la reprise de la mission.
Énergies renouvelables et aviation solaire
Il a dirigé le centre des énergies renouvelables de l’Université nationale d’aviation, où ont été développées des éoliennes et des installations solaires orientables. Il a proposé des alimentations hybrides photovoltaïques et éoliennes pour les centres de commande de drones, ainsi que le choix de panneaux, batteries et générateurs diesel selon le coût, la consommation et la fiabilité. Il a élaboré un cadre de conception conceptuelle d’avions solaires associant performances, conditions environnementales et alimentation énergétique.
Télédétection et surveillance environnementale
Il a proposé la détection et la classification de mines terrestres à partir d’images hyperspectrales de drones et de mesures radar. Le classificateur radar emploie des données étiquetées et non étiquetées. Il a développé la classification des dégâts de scolytes sur les arbres à l’aide d’images multispectrales réelles et générées. Pour les images hyperspectrales, il a proposé des échantillons spectraux étiquetés générés afin de compléter de petits jeux d’entraînement, avec une évaluation sur des données de référence.
Imagerie médicale et aide au diagnostic
Il a développé des méthodes neuronales d’analyse des tomodensitométries et d’évaluation de l’activité de la tuberculose. Il a participé au développement d’un système diagnostique de la tuberculose présenté en octobre 2021. Il a étudié des méthodes d’ensemble pour segmenter les végétations des valves cardiaques en échocardiographie. En 2026, il a cosigné une étude prédisant les fractures de vertèbres individuelles à partir de scanners de routine. La méthode a été évaluée dans un seul centre, la validation externe étant identifiée comme prochaine étape nécessaire.
Traitement du langage et autres applications
Il a proposé des systèmes associant images du visage et parole pour estimer l’état émotionnel, ainsi que des classificateurs de documents norvégiens utilisant des représentations linguistiques contextuelles et des exemples générés. Il a développé un algorithme de choix des phases des feux pour réduire les retards, testé sur un réseau routier simplifié. La monographie de 2021 traite de gestion automatisée du trafic et de surveillance des incendies par réseaux hybrides.

Rédacteur en chef de la revue Electronics and Control Systems, il siège aussi au comité éditorial de l’American Journal of Neural Networks and Applications. Il préside le conseil spécialisé de soutenance doctorale D 26.062.08, dont la composition a été approuvée par le ministère ukrainien de l’Éducation et des Sciences en 2014.
Il préside régulièrement les comités d’organisation des conférences IEEE Methods and Systems of Navigation and Motion Control (MSNMC) et Actual Problems of Unmanned Aerial Vehicles Development (APUAVD). En 2024, il faisait partie du comité de programme de Computer Information Systems and Software Engineering à l’École polytechnique de Lviv.
Il a siégé aux comités d’organisation du concours ukrainien de recherche étudiante en intelligence artificielle de 2024 et de son édition internationale de 2025. Le site du concours le désigne comme président de la section de vision par ordinateur.
Il est Senior Member de l’IEEE et membre de l’Aerospace and Electronic Systems Society et de la Computational Intelligence Society.
